holly shame thats huge. this game wont stop growing. Xbox release this holiday and most likely PS4 release early next year.
So tempted to buy on PC but wanna wait for Xbox One.

Steam's record. It's not the world record for concurrent, it's only the steam record. It's nowhere close to the highest game for concurrent players.
LoL for example has had at least 7.5 million players concurrently for its
record.

No.
Closest thing on consoles I can think of is The Culling, which is in EA on Xbox One. It's not good though, has a smaller player amount, and is more goofy and melee focused. MS had a sci-fi competitive survival game at E3 that looked promising, The Darwin Project. There's also a straight PUBG ripoff mode in Fortnite now, it's pretty dang good. Playing it just makes me more hyped for PUBG on consoles, because gunplay in Fortnite is pretty meh.
Edit, GTA added Motor Wars, but it's vehicular combat, and unlike any of these other games, you see other players and every vehicle on your map, so you know where the good stuff is. If they went full on PUBG ripoff mode, they could make a pretty sweet version.
